The don't even wait for the award to file the protest.
I will refer people to my piece at Strategypage on the HH-47. It recently was re-run as a Dirty Little Secret.
Short version, the US101/VH-71 SAR variant got its ass kicked by the HH-47 in performance, past track record (four decades' worth), and existing logistical base/development risk.
John McCain needs to let this one go. The best chopper won.

Which, in turn, tells me that the RFP was tailored to the HH-47 to the exclusion of all other contenders.
Time for another round of "Ill Wind," because somebody's lining their pockets at OSD and HQAF.
I think McCain means well, but he seems more of a hindrance than a help in getting equipment to the troops. We look for only the perfect and then we get nothing, or at best, overweight, overbudget, and too late to do any good.
